Mr. Dolan will address the pitfalls for supervisors and the ramifications of the decisions they make – on the impact to their department, the public, and the people they lead. His training focuses on helping agency leaders create ethically and legally sound policies and procedures as a proactive means of minimizing liability and maximizing agency effectiveness. Topics that will be covered are:

• The 3 most important questions in supervisor liability

• Sources of liability in personnel management

• Making legally and ethically defensible hiring decisions

• The Just Cause Doctrine and consistent officer discipline

• Performance evaluations – do they help us, or do they hurt us?

• Combating the diffusion of responsibility and the bystander effect as supervisors

• Officer discipline – termination and the liabilities incurred by the failure to act.
